Sounds great on paper — until you look at the actual roster. Out of the 7 choices, only Arturia Pendragon (Saber) is an SSR (5-star). The rest include 2 SR (4-star), 3 R (3-star), and a 1-star — Sasaki Kojiro, a character so common you can pull him from the free Friend Point gacha. Essentially, unless you're a diehard fan of a specific lower-rarity Servant, everyone's picking Saber.

The original poster's point was that the 'unprecedented' part isn't the free servant itself — FGO's given away 5-stars and 4-stars before — but rather that this is the first time they've thrown SSR through 1-star characters into the same pick-one pool.
