Hardcore News: Shanghai Company Fined 1.1 Million Yuan for Operating Games Without Licenses

Recently, the Shanghai Municipal Administration of Culture and Tourism took firm action against an IT company for publishing video games without the necessary government authorization. Investigations revealed that the company operated seven titles, including 'Chuanqi Legend: Decisive Battle at Cangyue Island,' without obtaining any game publication numbers (banshao) or official approval documents. In response to this violation of the 'Regulations on the Administration of Online Publishing Services,' authorities confiscated all illegal proceeds and imposed a fine of 1,109,835 RMB.

The news caused a stir on the NGA gaming forums. Users quickly identified the games as 'Chuanqi-like' titles—referring to a ubiquitous genre of low-effort, retro-style grindy RPGs known for their aggressive advertising and repetitive gameplay. While some players were shocked to see such a direct regulatory intervention (jokingly referred to as 'the Iron Fist'), others pointed out that the financial hit—confiscation of profits plus a massive fine—is effectively a death sentence for such operations, as their development and marketing costs would be completely unrecoverable. The discussion also turned toward the prevalence of 'reskinned' games on platforms like WeChat Mini Programs, with many players questioning whether these low-quality titles are operating under shared, potentially illicit, publication licenses.
